Troy council replaces volunteer firefighter incentive plan with annual payments; Flock critic cites new federal ruling

10/9/2026
Troy City Council voted 6-0 on Monday, Oct. 5, to end the city's 2023 volunteer firefighter incentive plan on Dec. 31 and replace it on Jan. 1, 2027, with a plan that pays volunteers annually instead of in five- and 10-year lump sums, a change 91% of responding firefighters asked for in a November 2025 survey; firefighters still active at year-end will be fully vested in their current-plan balances, and no one spoke at the public hearing. Council also waived bidding to hire Troy-based Empco, Inc. for an estimated $14,703 to run promotional testing for a staff lieutenant position left open by the death of Staff Lt. Charles Noonan, and approved a nine-item consent agenda that included a $369,167.57 winter maintenance agreement with the Road Commission for Oakland County, water tap/connection fee increases of 12% to 56% effective Nov. 1, the city's 2026 Transportation Asset Management Plan, and improvement agreements for the Troy North Trail and Golden Villas developments. Public Works Director Kurt Bovensiep announced a 24/7 food scrap drop-off at the DPW, 4693 Rochester Road, with curbside pickup a goal for 2027, and resident Jason Schwab again spoke against the city's Flock license plate reader cameras, citing a recent federal ruling in Oklahoma. Troy wants $53,491 to release records about its own surveillance cameras

10/1/2026
The Troy Police Department says it will cost $53,491.30 and take 90 business days to release records about the city's Flock Safety license plate cameras — and 99.7 percent of that figure is redaction labor, 71,144 minutes of it, on a form that also says every responsive record can be located in 30 minutes. Michigan law lets a city charge that labor only if not charging would cause unreasonably high costs given the nature of the request; Troy's written justification, entered twice, is seven words: "this is more than the usual amount." The form leaves the hourly wage blank, never rules on the public-interest fee waiver, and never records the date the request arrived. Three days earlier, the City Clerk's office had priced the same category of labor at $32.71 an hour — a third less than Police Records — and had twice told me that learning which part of a request drives its cost requires filing another request.

Syed has not been criminally charged, and his attorney, Arthur Weiss, said the case will be litigated in court. Corewell Health Beaumont Troy Hospital presented concept plans Sept. 22 for a 188-foot inpatient tower with 180 private-room beds and a garage of about 400 spaces beside its Emergency Center; the applicant described the tower as about 10 stories with its penthouse while the city's memo calls it 8, and the Planning Commission took no action ahead of a likely public hearing. Corewell Health previews new Troy hospital tower, emergency parking garage and future expansion

9/24/2026
Corewell Health presented plans at the Troy Planning Commission's Sept. 22 meeting for three new pieces on the Troy side of its Beaumont Troy Hospital campus at 44201 Dequindre Road. They are a 188-foot inpatient tower of about 335,394 sq. ft., a roughly 400-space parking garage beside the Emergency Center, and room for a future building of up to 204 feet and 574,200 sq. ft. The project needs a rezoning from Community Facilities, which caps buildings at two stories and 25 feet, to a Planned Unit Development, an approach city staff and the planning consultant support. Corewell said the hospital is out of inpatient beds and that the garage would cut the walk from emergency parking from more than 350 feet up a steep ramp to about 50 feet; tower completion is planned for 2030. The commission took no vote because the meeting was a concept review for feedback. Commissioners questioned the need for 400 more parking spaces, suggested larger emergency signs on Dequindre, raised traffic and security concerns, and discussed whether the future building should be approved now or later. No one from the public spoke, the agenda and Sept. 8 minutes passed 8–0, and Chair Marianna Perakis disclosed that her husband works for Corewell at the Troy campus. Corewell will revise its plan for a public hearing before the Planning Commission, which will make a recommendation to City Council.
